As an amendment of the Safe Drinking Water Act, the United States Environmental Protection Agency (EPA) requires water suppliers, or community water systems that serve at least 25 customers year round and/or have 15 service connections, to issue a water quality report annually to its customers. The purpose of this requirement is to "improve public health by providing educational material to allow consumers to make educated decisions regarding any potential health risks pertaining to the quality, treatment and management of their drinking water supply" (Consumer Confidence Report Rule: A Quick Reference Guide, USEPA).
